Recupel Recycling fee

  Definition :

A statutory recycling fee that has applied since July 2001 to the sale of electrical or electronic appliances for the purpose of financing their recycling at some stage in the future. Those items covered by the fee are items termed to be “likely to be used domestically”.

The non-profit organisation Recupel has used these recycling fees to create a collection and recycling system for used appliances and designed to protect the environment.
Method of invoicing:

Passing on the fee through invoices: The importers and manufacturers affiliated to Recupel pay a recycling fee when an appliance is placed on the market in Belgium. Each link in the commercial chain, such as WASLET, invoices the net amount of the fee separately from the selling price. In the end, it is only the end-user who pays the recycling fee. Recycling fees paid on new items bought back or exported are deductible.

Amounts charged as recycling fees: The amounts charged as recycling fees vary from one appliance to another. The fee is determined based on the stages needed in the recycling process. The fee is used to cover the costs involved in the collection, sorting, carriage and recycling of used appliances.

VAT: Because recycling is classified as a service, the statutory recycling fee is subject to VAT. The rate of VAT that applies to the Recupel recycling fee is the same as for the product to which it refers.

Stating the recycling fee: The recycling fee must be must be stated on the invoice, separate from the purchase price, in accordance with environmental agreements. WASLET invoices state the Recupel fee separately from the items in question by way of a specific invoicing code (WAS40 - Recupel Fee)


Procedure for taking back equipment:

Mandatory take-back: Although end-users are encouraged wherever possible to dispose of their used equipment and appliances in container parks, resellers are obliged to take back, free of charge, any used appliances handed in to them by their customers on the sale of equivalent new items.

Take-back in practical terms: Provided advance notice is given, WASLET agrees to take back used equipment on condition that equivalent new equipment is purchased. The equipment must be returned to WASLET by the customer. Home pick-up can be arranged as part of a home delivery of equivalent new equipment.

Bebat

Bebat is a non-profit Association (Battery Collection Fund) with the aim of collecting all kinds of used dry batteries and accumulators for their subsequent recycling.

The system must be financed by means of a collection and recycling contribution (CRC) payable by the consumer, amounting to 0,12 EUR + VAT per battery for servers and desktops, and 0,25 EUR + VAT per battery for notebooks.

Collection of used toner and ink cartridges

Used toner and ink cartridges may be recycled by Cartridge Recycling Center for the benefit of "Cliniclowns Belgium".
